There is a developer diary deal over at the official REmake Japanese website. And one of the devs (Hideaki Motozuka) explained pretty much what I said in regards to when and why the Crimson Heads were added to the game.

I have to say.....Leon. I love them both, really, but re5 kinda ruined the character for me. I prefer the Chris from cvx, and if it was cvx Chris vs Leon, or even Darkside Chris vs Leon, I probably would have picked Chris.

                Is that so?

Without the power of steroid Chris would never have confronted his ol' nemesis the BOULDER.

Puny Leon still has to run from them daily.

Leon runs from boulders because they mess-up his hair.

BTW, the poll numbers are tied at the moment.

I'm saving my vote. Until I find a decent argument to vote for either of 'em.

                  This one got my eye...

LOL This brings memories of back in the days when I also went into a nerd rage whenever casuals mentioned that Link from the Legend of Zelda was an elf.

                        He's HYLIAN, dammit.

                        Not an elf.

                          Spoiler:

Okay let me address those points then shall we? You're looking for an argument? I just happen to have to the answers.

So first off is the subject of looks. Ideally more people will fancy Leon.

Problem is, if you take the looks away then what is it about the man that makes him so appealing? Why exactly would women fall in love with him if not just because of his looks? As Chris grows (both in body and mind) so does his character. Sure he doesn't have the pretty hair, but the muscles say something about his character. His determination to fight Wesker caused him to reach the peak of his physique. It says something about his training and preparation for the inevitable confrontation. He doesn't care about looking good for the ladies. He cares about being focused on the battle at hand.

                          Pictured above: Determination.

Now you judge Leon off that. As a rookie police officer Leon had the ambition, but once he became a government agent any sense of a character diminished overtime. He started out cocky about his abilities and took the situation of his mission very lightly. Even his relationship status suffers. Where Chris works with a team, and has partners who are willing to lay down their lives alongside him Leon seems to prefer working with as little people as possible. Does that suggest he feels he can handle the situation on his own, or is he incapable of being a team player? Perhaps his relationship with Ada in RE2 might have influenced that. He leads Krauser on a mission while holding back information regarding his special assignment for the President. Leon only reveals it when the time came to level with him, and that sparks the moment where Krauser begins to view things differently including Leon.

With Claire it's established that Chris became the one to save her when she was captured by Umbrella. It isn't until the events of Degeneration do we see Claire and Leon reunite. And the implication is that Leon and her haven't been in touch that often since then. Your two main characters in RE2 and they barely see each other. At least RE1's Chris and Jill remained partners working in the same group they helped create. Sure they'll have missions with other partners, but they'll eventually lead back to one another.

Look at those cold lifeless eyes. Whatever personality he had died with him over the years he became a government agent.

                          To Be Continued...

People generally only judge characters by looks.

Leon is more appealing than Chris at first glance because he's your typical cute guy with boyish looks while being a badass, but Chris is perhaps a bit more realistic as a human being.

The fact that Chris lacks charisma makes him less popular. That doesn't mean the character is less interesting personnality wise.

Actually, Leon with the dead-eyes comes courtesy of Capcom's very first effort at making a full-lenght feature film.

Plus Leon as seen in Degeneration, is basically how the Japanese usually portray a Western Hero. With no emotions at all (they think that's suppose to be cool).

And Smiley, I believe that you're missing the point with how Leon and Chris get the job done. You put down Leon for trying to work alone (mostly because he doesn't want to put others in harms way). But there is no need to put any of 'em down. Cuz they have different ways of getting things done.

Both Leon & Chris come out smelling like roses at the end, no matter what kind of shit they go through. That they go around doing things differently shouldn't be used as an argument to say "this guy is better than the other". Because they get the job done.

I like them both. But I don't think any of them has a clear advantage over the other. I really don't.

Oh you'll see. The idea of "getting the job done" is only as effective as how they do it. And there in lies the problem. You say Leon doesn't want to put others in harms way yet he very well does just that.

He also abuses his rights as a government agent, but I'll get more into that later.

Chris has a team that knows the risks. Once he left on his own he found himself leaving only for the chaos that Jill and his sister Claire found themselves to occur once the Raccoon outbreak happened. After that Chris makes it a point to save both Claire and Jill at separate occasions thereby redeeming himself and giving his character a boost in hero status.

The people Leon saves have no real attachment. They're just reminiscent of Sherry in their own ways and it's only part of the job to him.
