Multiple everything. Characters to play, scenarios and such. From a storyline perspective it makes it a bitch - from gameplay I loved it. It felt like I had four games in one, if you get what I mean, with the little differences being enough to keep it entertaining for me. Playing as Carlos for 15 minutes doesn't really have the same feel. And while you can go through RE3 a ton of times and never actually see all the scenes in the game, it never really feels like they're that different. At least, it didn't to me.
I also prefer RE2's characters - new comers, barely combat trained compared to S.T.A.R.S, to RE3's trained fighting forces.
If Carlos (or, better yet, an interesting character) had gotten a full scenario, I'd probably have loved RE3 forever and ever.
