So how come it was redrawn? Is the redrawn map in the retail RE2?

It wasn't redrawn, they just got an old texture and transformed it into a polygonal object.
It was still 1997, they still had the 3D model for the map, they just got rid of that little clip in the upper-left part of the map, and Tada! A random map texture for RE2.
