Translating Wesker's Report II.
Spencer was not interested in forcing the t-Virus to infect 100% of people. He wanted an independent weapon that could kill anyone. That was why the Hunter was created.
Approximately 10% of humans would escape development of symptoms even if infected by a "Zombie". It would not help to just continue genetic research. If 90% of humans were made to show symptoms, it should have been enough for a weapon, but Spencer's idea seemed to be different.
Our boss expected an independent weapon which could exterminate 100% of humans, "that's it". But for what exactly?
Originally, the merit of a biological weapon was that it could be developed cheaply.
However, the "Bio Organic Weapons" we were researching began to become extremely expensive.
If Spencer wanted to make money normally, he would not choose this path.
If it was combined with a normal weapons system, it should have been profitable enough. But it wasn't profitable to continue researching a "stand-alone extermination weapon". Even ignoring profit, why continue this research? I understood the aim in the "monopoly of the entire military industry" by changing the concept of war, but...

It still doesn't make a whole lot of sense given what we learn about Spencer in RE5. Why even bother with T-Virus research or creating a weapon that could "exterminate 100% of humans"? His whole plan centered around the Progenitor Virus.

Looks like we can finally close the book on the rival company.
It makes me question just how big they actually were if Wesker was able to effectively shut them down by using their resources just to track down Spencer. For a company who were described as the main rivals to Umbrella surely would have almost limitless resources.
I get the impression Wesker went out to intentionally ruin them before his switch to Tricell.
I guess we'll never know anything more about them but I still maintain my belief they were a far more clandestine operation than just another legitimate pharmaceutical company.
They kind of remind me of how Cerberus are run in the Mass Effect series with Wesker essentially being the Illusive Man. They would operate using front companies to generate income and would probably have no fixed headquarters and always be on the move.
This would help explain why Umbrella, Chris or the US Government could never track him down following his disappearance in 1998."I've got 100 cows."
