Lag in this game can be a bitch for pulling off counters. I did a successful counter against a zombie, heard the confirmation sound effect and still got bit. I felt risky and tried again with a Bloodshot and I died. I'm never gonna be doing counters against fast attacks again unless I'm in a game with a three green bars connection (I was in a game with two bars). Now, the only thing Leon had similar to Jason Bourne is that he was also a pro when it comes to close quarters combat.
But even that is a pretty far cry from what we see in RE4 in terms of substance over style.
Jason Bourne's fights are quick, realistic and ruthless. The purpose of his fights are to survive, while Bond fights to impress the audience.Bourne's actions are first and foremost are practical, while Bond's are to look cool/to be on the edge/to pull of an impossible stunt. Bourne is substance, Bond is style, RE4 is style and thus RE4 is Bond.
Bond is a secret agent who sneaks onto enemy bases, while Bourne is a secret agent who is trying to survive as the world turns against him. In RE4 Leon was basically a secret agent sneaking onto enemy base.
Bond is always barely escaping from near death traps in some elegant way, his success is mostly based on improvisation and luck rather than specific training for such situation, while Bourne uses skills that are already deep inside of him through extensive training. Of course his actions involve improvisation too, but at least the roots of it are traceable and it is believable that he can adopt to certain situations so quick.
In RE4 Leon is escaping traps all the time and his skills are just popping out of nowhere as the situations are presenting themselves.
All in all, RE4 stepped away from survival horror formula by making the main hero an overpowered, prepared and trained agent who goes on a mission and saves the world. And that's something that Bond does.

And now that you mention Die Hard, it makes me wonder if the original movie from 87 had a closer premise to survival horror formula than RE4. The main guy from Die Hard finds himself in an unexpectedly hostile isolated environment, with overcoming odds hunting him down and no help should be expected from outside world.
