Derek Simmons isn't "a" National Security Adviser, he is "the" National Security Adviser. It's an actual post in the U.S. Government.
Also, the fake comments on the "Family" e-mail on the NoHopeLeft viral pretty much outright state that a secret government organization is involved in the story. Simmons will likely be part of that. When he quickly flashes up in the trailer, so does the shot of President Benford from the first trailer. Fact is, Alex Wesker is important to the storyline, whether you personally think it's a good plot point or not. He was written into BH5, then expanded on in Lost In Nightmares to set up his appearance, and as it turns out, he's responsible for the entire story in BH5. Apparently has a virus that can make anyone immortal (pretty big deal as it turns out) and has been missing for 7 years. You can't just write that off (hurr durr DLC). CAPCOM have included vital aspects of the series plot in more obscure places. The DLC isn't even obscure. It sold rather well.
Unless he is being factored into another game akin to Revelations, he has to appear in BH6 because it's an outstanding plot thread that needs to be tied up. Eiichiro Sasaki: Your life gauge is there, you can see your weaponry, but we also have something called the physical combat gauge. That’s for your stamina. Every time you do one of your martial arts attacks it uses up some of your physical combat gauge. You have to manage that because if you use lots of attacks and go through your gauge you won’t have it when you need it.Spoiler:
