The U.S. Government had a hand in Umbrella's rise, and I doubt they (along with the other major governments, like China) are just sitting back and letting terrorists and companies develop these viruses without any input from them.

Sherry and Manuela were held under house arrest for research observation, Sherry was later released under the condition that she became an agent. Sherry because she possessed the G-Virus in her body, along with the only antibody against it, and Manuela because she was able to suppress the effect of t-Veronica and not become a monster (similar to Steve). This is primarily because the government's goal is to create countermeasures against each virus, which is why they funded and observed the development of the t-Vaccine by WilPharma.

Though, and I am just speculating, but couldn't said "Counter-Measures" and the research be used to amplify the effectiveness of the viruses themselves? With how governments have been studied in the history of the world, it'd be hard to believe that someone high up isn't seeing this and thinking "Super soldiers" akin to a version of Spencer's vision.

Imagine a T-103 that does not need a limiter, but is actually fully conscious and completely loyal to a "cause". Which could be accomplished, theoretically, with cybernetics and a better strain of the T.

We don't know much about the internal workings of the U.S. Government, but some of them were very interested in Bio Organic Weapons and purchased them from Umbrella, later attempting to acquire Birkin and the G-Virus, which does essentially create super soldiers. On the other hand, another side of them established a secret military intelligence organization (the one Leon is employed by, and which future president Adam Benford worked for), charging them with finding countermeasures against the viruses.

I'm hoping that Simmons is one of the "high ranking military authorities" that Birkin negotiated with. Them going back and giving the man who recruited Leon an actual identity gives me a little hope for this. For an adviser, Simmons seems to have quite a lot of power.

I'd even say they aren't as isolated from one another as they might seem to be. The US wants bio weapons but doesn't want anyone else, other countries and terrorists, to have them, so while the government does their own research people like Leon and Sherry go prancing around China taking down the competition.

I am a firm believer in that there are elements within the government or have very strong influences to push their agenda. It's been hinted at many times throughout the series. A few other people on this forum support this.

It may end being something like the Prion variant cabal from 24:

The prion variant cabal was a group of private military contractors who masterminded the development of the prion variant pathogen before Day 7. They plotted to use the prions as weapons of mass destruction by secretly sponsoring terrorist attacks against the United States. Their goal was to take over the security of the country and to profit from the subsequent defense contracts that would be awarded by the destabilized government.

Serious comment on ValentineLover's quip: we don't yet know if/how viral exposure affects human fertility. If the survivors have kids, will they be baby BOWs?

Back to the theoretical government conspiracy: defense contractors and corporate interests already have an enormous influence on the U.S. government. Capcom doesn't have to reach in this department.
