Everything that was said in that interview was relevant to my interests in RE6 and the future of the series. Also, that interview reminds me of the days when I used to interview Hollywood stars. Ah the days...
If you're referring to Jill's file with the first part, it only states after the T-A.L.OS. Interdiction Operation which took place in 2003. It's phrased oddly because it's a summary, but it doesn't say the BSAA was established in 2003, only that the operation took place then and the BSAA was established afterwards
In the same small seperated paragraph, you don't start a small paragraph saying 'in 2003 after Operation TALOS' and then mean 2004, you would say something like 'In 2004 a year after Operation Talos' if that is what is meant. The rest of the operations it lists it begins in a new pararaph, seperating the events from the 2003 date.
Archives II also does not state it anywhere except in the timeline
Yes it does, off the top of my head the main RE5 walthrough section dates 2003, I don't have either of my RE/Bio archives II at hand but I remember that specific one at least from discussion with someone but I'm pretty sure was others.

It wasn't meant to mean 2004. The BSAA's establishment date generally wasn't given in the game at all. The 2003 part refers to the T-A.L.O.S. Interdiction Operation and that's all. Paragraph breaks mean literally nothing and are insidiously fickle. They don't separate the dates, it is one continuous entry which takes place in a short time-span if you read it literally without any prior knowledge. It's a summary, hence why Jill being a member of the BSAA is so close to the T-A.L.O.S. Interdiction Operation.
The walkthrough sections are, again, written by the same people who made the initial assumption. CAPCOM say 2004 and the actual date was never given until now. If it were 2003, they would have outright said "established in 2003" somewhere in the past four years already in an actual source.
I'd wait for further sources. It's always possible that 2004 is a typo. Or it could very well be a repeat of the Alexander Ashford 1982/1983 debacle which is down purely to error.

You know, I wonder what Sherry and Jake are doing between their Edonia and China missions. Jake and Sherry encounter Chris and Piers in Edonia, which means the first bits of their campaign are 6 months before the Tall Oaks/China incidents. If Sherry is there to escort Jake to Simmons, I wonder why it's taking her six months to do that.
Also, I wonder if Carla is double crossing Simmons. I can't imagine why he would employ the J'avo and the Ustanak to retrieve Jake because simply sending Sherry to grab him without them facing resistance seems like it would make a lot more sense.

I think when we were at Comic-Con, there were a lot of requests from fans to “bring back this character” and “that character”, so there are a lot of fans of the different characters out there and they all still have stories that need to be told. I don’t think we’re exhausting our resources with Resident Evil 6.
