Yes, but Chris is saved by his awesome dialogue. He's become the successor to Barry.

For that reason, Chris has become a likeable character. Sure he's a little one-dimensional, blinded by his loyalty to Jill but he's an amusing character. In the same way you think about John Matrix in 'Commando', he doesn't have much of a personality but he's a character you like because of his actions rather than his words. Like Chris, Matrix also has some wonderful one liners. Basically, Chris is like an eighties action movie hero. Cheesy, over-the-top but harmlessly enjoyable! Jill is just fanservice, she's the pretty actress who isn't very talented, portrays a boring character and is simply there to provide some eye candy.
