Why the chopper takes off in the beginning? I'm assuming it's because they were low on fuel/the dogs were a danger?

Well its assumed that Brad was afraid, hence his well known nickname Brad "Chickenheart" Vickers. Presumably Brad caught sight of what was chasing them and took off. If he was low on fuel then he wouldnt have been circling the mansion for hours while we were exploring it

is it ever explained how Brad turned into a zombie? or is that explained in RE:Zero?

Well..RE3 explains it ;) He gets killed by Nemesis very early in the game and later when Leon comes to the RPD (thats where hes killed) he has returned as a zombie.

Um, Chris and company are sent in to look for Enrico Marini and his team, then they see smoke and go down to the field to investigate. In the original game, Joseph Frost finds one of Edward Dewey's hands and is attacked afterwards by the dogs. But after the remake came out, Edward was killed by the dogs near the train in the prequel instead, and Kevin was introduced as another member of the group. Brad becomes that super zombie after Nemesis kills him outside the police station. Since Resident Evil 2 came out before the third game, we knew Brad Vickers wasn't going to survive. He must have felt guilty for leaving his comrades.
