I read on GBATemp that Capcom might bring the MegaMan Legends 3 Prototype to the EShop, so maybe this is it..

I don't think so.

Capcom said that they would consider releasing that prototype if an upcoming Mega Man Legends soundtrack reprisal sold 20k units. You can read about it here:

And the preview uses a lot of RE screens so most are assuming it's a RE title. I'm hoping for Dino Crisis but I guess that series is dead.
