Falls in line with the information provided by Mr. Kawamura.

Unfortunately, the G-Virus never properly stabilized onto Dr. Birkin and the scientist himself was unable to become a G-human.

Though Wesker later gained super-human abilities, because he went through a different process, he is technically not considered to be a G-human. Theoretically, a true G-human is expected to have equivalent super-human traits while maintaining reproductive capabilities as a species. It is unknown whether Wesker possessed similar reproductive capabilities.
It appears Wesker was actually given a variant strain of G, initially. It was known to revive the dead. Looks like him being infected with the Progenitor Virus was truly a retcon after all. They reworked the superhuman concept of G into the Progenitor Virus, and it looks like they are elaborating on G's superhuman abilities with Sherry in BH6.

It looks like RE6 is trying to mix up the G superhuman plot of previous games with the plot of RE5 (Jake's blood). It's almost as if Capcom admitted that RE5's plot deviated too much from the series.

By the end of the game, the main character (Tony) was to become a villain.
