They've done it before. Tekken 3D Prime Edition included a feature-Length 3D Movie. The compression was rather good. Not sure about having 2 full feature films in there, though.
I believe that a Vita game card has the same capacity as a 3DS game card (at the moment, at least). Most Vita games are over 1GB and go up to 3.5 GB. Theoretically, they can go up to 8GB but no game has come close to needing that.
But I guess you could use Vita's memory cards to save the films into one of them and leave the game card just for the game. But the whole set up can be pricey (Vita memory cards are not exactly cheap and you wouldn't want to fill them up with a movie or two).
It'd make a lot more sense on Vita but then you'd lose the 3D part
