It was a placeholder. The final build was about 80% complete, and evidently, part of that missing 20% included the ID photos.Originally posted by originalzombie View Post

It's basically what's called a "Placeholder." You put something; either just a piece of text, empty graphics or something that somehow resembles or otherwise represents what you'll evt. put there, once the final asset is completed/ready.
(So until Elza/Leon ID cards were done, they'd put whatever ID card they had handy in there instead.)Comment

basically, a simple photo of the main character could wait until gameplay aspects were done, as the latter is much more important.
