This is a great question, and I've been pondering it for quite some time. Based on the style of speech, I'm fairly sure that it's Linda talking. I provided a literal translation, but it may also imply "Haven't we met?" Either Linda is mistaken, or she had actually met Leon prior to the events of BH1.5 (or at least at a prior point in the game).

However, while this piece of dialogue implies that they might have met before, it doesn't necessarily mean that. Here's a possible alternate context:
Leon: "What makes you think I can trust you?"
Linda: "Well, we have met haven't we?" / "Did we not meet?" (implies that he can trust her now because they've just met)

This scenario seems less likely though.

This sentence has neither a subject nor object. I suppose she could be referring to anyone meeting anyone, but because we have absolutely no context it was hard to say. The most open-ended translation would be "Did ___ not meet ___?" If this question involved an outside party, Leon or Linda/Ada would have brought it up shortly beforehand.

I think Gemini's hypothesis is a fairly likely one, that she was referring to Marvin (or Irons). Who else could it be? Elza, John, and Sherry might as well not exist in Leon's scenario. I suppose there is also Roy, Annette, or William, but that's very unlikely.
