The text is very fuzzy so it will take a while to accurately translate it... Leon is clearly looking up into the sky and yelling, most likely to a helicopter above. I have a strong suspicion that Chief Irons or some other official (the mayor?) is being mentioned in this dialogue (based on 長)

「そうだ！署長にこの？？？？をしないと」

EDIT: I think it might say something very roughly like "That's right! If we don't (do) _____ to/for the chief - - -"

The helicopter pilot might be telling Leon that he can't save him because the helicopter is full, or this mystery official instructed him not to rescue any survivors due to possible contamination.

I guess I've been transliterating Marvin's name incorrectly... it's evidently マーヴィン (maavin) not マービン (maabin). The latter is used in the Japanese retail RE2 though (correct me if I'm wrong).
