The Lickers in this movie are the ones from RE5, the Licker Betas. Licker Betas are Lickers injected with Progenitor so...Spoiler:

Buddy being able to control them with plagas doesn't make any sense.

The obvious explanation would be that they were also injected with the subordinate Plagas.

For some reason, throughout almost the entirety of the end credits, cutscene footage from Resident Evil 6 plays in the background, and a good majority of it is made up of scenes we haven't seen.

Wtf?... Why would they ever do that? That's awful. Well at least I know when I to stop watching, thanks for the heads up.

If you own a Playstation 3 you can download it. It's 17.99 in U.S. Currency. Go to the video tab and use the search engine and type in "Resident" as it won't appear in the new section. I'm downloading it now and i'll answer your questions if you cannot still get it for our Euro friends.
