The obvious explanation would be that they were also injected with the subordinate Plagas.

You would think, except they're exactly the same as a normal Licker Beta. Woulda figured they'd make a new Plaga Licker if they're gonna bother with that angle.

Neither Carla nor Simmons are in Damnation, unless you're assuming Ada's handler at the end was Simmons. The Ada we see is the real Ada Wong. "Carla" hasn't been created yet.

Regarding the Licker Betas...

It's never explicitly stated, but it's greatly implied that they were injected with subordinate species plagas, as the resistance fighters had both subordinate and dominant strains of the parasite. The Lickers were apparently purchased off the black market, but not necessarily from Tricell.

Also, a random note regarding Leon and Ada's first encounter in the movie...

Ada asks Leon when they're going to pick up where they left off "that night," which I'm hoping for my own sanity was just a reference to the events of either Resident Evil 2 or 4, but I'm sure the 'shippers will take it another way entirely.

I'll have to watch it again for the specific month, but if I recall correctly, it's set in either February or March of 2011.

If I have one major criticism about the movie, it's that it relies way too often on cheap "3D" effects and shots. What I mean is, since the movie was going to be released in 3D in theatres, the film is inundated with those tired old shots of crap flying at the screen. If people thought the slow motion scenes in Resident Evil: Afterlife were annoying, I don't think they'll appreciate them much more in Damnation, as there are a lot.

There were so many, in fact, that I was able to fairly accurately predict whenever a "in your face" shot was coming.

It is Carla and Simmons at the end of the movie. You can see Simmons goatee/beard for one.

I don't know why you're saying Carla has not been created yet as the game is not out nor do you or anyone else knows what the extent of this frame work is yet.

It's obviously Carla as Ada. She doesn't even really act like Ada Wong: "My name is Ada Wong and I was sent here by the B.S.A.A." is not in the character of Ada. She doesn't go around and introduces herself to people right off the bat and say she works for so and so. Also her constant sadistic smiling should've been a dead give away for you.

The ending to this movie plays out in the same context of Degeneration with Tricell obtaining the G-Virus sample and that lead into RE5 "the tricell name" at least.

The end even has Carla/Ada say "Although I sorta liked the idea of adding an international arrest warrant to my profile" followed up by a sadistic grin. The real Ada does not try to make herself notice while this one went all out.
