You need the BG image in higher resolution? Sorry to say that, but everything you will ever get is a poor 320x240 version that is used in the game, without the results being drawn on it.
As long as Capcom is not giving you the original source image

The only way I could see you getting what you need is to re-create it, this might be a long shot but perhaps you know someone who looks like Jill in this image? if you do ask her to pose like that and take her photo, then use photoshop/GIMP to create a remade background and edit accordingly.
