This is an RE3 pic from Archives. I scanned it to use as a wallpaper. The printing isn't too good, so it looks pretty crummy. But I still use it from time to time. I hear that Biohazard Archives has much better printing. I might try and scan that.
This is a Capcom one I got online around the time OB: F2 came out. I've never seen that pic of Kevin anywhere else. I really like it.

You could try duplicating the background layer, applying a 2~5 pixel gaussian blur to the top layer, then adding a transparency filter (in Paintshop, they're called layer effects). The gaussian blur should smooth out the articles (dots) generated from the scanning process, but it does remove some of the sharpness of the image.
