It doesn't need to be an Antartic Facility.. It could be just that the scenario take place in winter, and as far as I can see there is a huge city behind Wesker

I'm thinking that the Umbrella Stronghold assault might be the BSAA's first operation, so Jill's death would be a good addition to Chris' storyline.
