No one knows for sure, though people have posted previously that it will be around 6 pm (Japan time)

It depends on the demo. Some are region locked, some aren't, so there's really no way of knowing if RE5 will be playable on non-Japanese systems or not.

In other news....saw degeneration earlier today and loved it.
I would recommend watching it before playing RE5 in March. This movie sort of connects into the plot of RE5. If you listened to the podcast about degeration then you know what I am talking about.
