Thanks goes to Ferramenta for finding this one. It looks as if Capcom is planning on releasing Resident Evil 4 for the PC. Currently its slated for a 3/31/2006 release. It was confirmed by a Capcom Europe forum admin who had this to say:
Personally this news comes as a great joy to me. I always thought RE4 could benefit from mouse control. Though one has to suspect it would make the game in its current state far too easy. One cant help but think of the modding possibilities if this were to be released. We will have more details on this as it comes our way.
OK, here is the information which I have at the moment about this:
1) It looks as though RE4 will be released on PC in Europe this year.
2) as we do not have much experience with PC titles nowadays (it's been a long time since we released a big PC title in Europe) we are looking for a distribution partner to work with. So:
3) RE4 will be released in Europe, but not by Capcom Europe. It looks as though the game will be released by someone else.
