I think they're trying to keep as much nostelgia in it as possible... they really don't seem to have altered any enviroments and the main plot looks mostly unchanged outside of putting the main characters together for good chunks of the game.
I think Capcom realises RE2, especially with it's sales above all else, is the generally the most respected by the fan community overall so they just really want Cavia to create a new game dynamic based on the original game - at least as far as the RE2 section goes. Even including the bug thing at the end (which is by far one of the the most annoying events in the original game, especially in Claire's game where you have to take Sherry through there) shows as much.
