What Jagger is saying, is that his parts are ALREADY recording from the existing Code: Veronica game, so he can still appear in that scenario quite easily.

Not to mention, we have Javier Hidalgo, Manuella, and blatant bad guy in the making Krauser for the south American scenario, so it's not like it needs Wesker's involvement anyway.

Well no, it's not necessary Stu, but it would give us a little bit of background telling us how and why Wesker decided to choose Krauser to be his errand boy in re4. But it really doesn't matter how much Wesker is portrayed in this game it will still never be enough for the Wesker fan boys.
