Theoretically, although I'm told even on finished products there is more work to do (such as finding any additional compatibility issues, making patches, things like that) but with DLC that will come to disc later (I think?) they can keep tinkering longer.

My guess is that it's a no show since it's DLC.
There's a limit to how much they can afford to show before they've basically shown absolutely everything.
And like Darkmoon says, downloadable stuff usually don't have the same deadline restrictions as normal retail products. While a game sometimes has to go into manufacturing between 1-2 months before release, downloadable content can sometimes be so fortunate that it can be wrapped up within the something like the last 48 hours before it's up on sale (depending on publishing platform and what kind of schedule they have for certification/approval for it)
