It does borrow from the games. It just tries to add more elements to it.

He was trying to avoid that. Then people got butthurt and he added a bunch of stuff from the games for Apocalypse. Then people got butthurt because it wasn't a carbon copy of RE3 so he just said "Well, I tried, you just can't be pleased" because he was still trying to keep it from being too close to the games to the point where you know exactly what happens, etc. and made Extinction his own way again.
And now he's making Afterlife, which I'm super-excited for!
I see your point about how we would know the major plot lines like Wesker, Tyrant, Who the survivor's are. But with a good director and a good cast this could have been the best movie ever made in my head. You got the tension of the creepy mansion, Zombie's, Lisa Trevor, Crimson Heads, Giant Shark, Giant Snake, Dogs, Giant Spiders. You can spread around the action between the cast so the movie skip's from character to character. Even showing Wesker's side of the story but from his eye's so you don't know who it is untill the end.
I just think it was such a waste of a project that had unlimited potential. I honestley believe your average hardcore fan could have wrote a better script than what Anderson pulled out of his ass.
