Fact is, the guy keeps getting asked RE questions by the press. And you can still see that he has some influence despite not working at Capcom. For instance, when asked about RE5 he said that it was basically a copy of RE4 and that it was fine. But he expected things to go differently with RE6:

Now here's the thing: Early the next year, Jun Takeuchi was asked by 1up.com about Mikami's comments and the site reported that "Resident Evil 5 is practically guaranteed to be the last of its kind, with the game's producer, Jun Takeuchi, assuring us that a reboot is in order for the inevitable Resident Evil 6"..
Takeuchi also said to 1up that he and Mikami see each other frequently and actually talk about RE related stuff.
So to say that Mikami has no influence with the RE franchise is not true. At least with the last game.
