According to Capcom USA's VP of marketing, Charles Bellfield, the majority of the former employees of Clover were re-assigned to Capcom's other R&D department and are working on RE5.
I would have to note that Bellfield's statement isn't completely true. Most Clover employees were certainly re-assigned, but Mikami, Kamiya, and Inaba were not the only lost talent. Masami Ueda was another; old school RE fan know him as one of the composers for RE1, and was the chief composer for RE2-3, DMC1 and the VJ titles.
