If none of the versions have toned-down violence, you can't call them "censored". Then it's just how the game was made in the first place.
As Mark said, if you're into ActionReplay codes (which you're obviously not), try to hack the codes. Go to ARCentral to find out how. But don't start to whine on their boards like you did here and on the Capcom forum, you'll be banned before you can toss out your "hey guyz codez PLZZZZZZZZZ!!!!!!!!11111 "
